Landing page views on Meta: What the Reporting Measures Mean for Your Strategy

A finding from our daily work, its underlying logic, and a workaround for anyone who likes things to be precise.

Our observation

We’re familiar with this scenario from our day-to-day work. A traffic campaign is running on Meta, optimised for landing page views. Ads Manager shows solid numbers: a low cost per landing page view and good click-through rates. Then we check our web analytics tool. The traffic barely shows up in GA4 or Matomo. The discrepancy isn’t marginal. It's significant.

Initially, we thought it was a tracking issue or an attribution problem, but a closer look revealed otherwise. The real reason, though somewhat hidden, can be found in Meta’s own documentation.

Our Hypothesis

Meta Landing Page Views: a Feature, not a Bug

Meta has been promoting optimization for landing page views with the following note in Ads Manager:

"Landing page views no longer require a Meta Pixel integration."

This sounds like a convenient solution for advertisers without a tracking setup. In its documentation on landing page views, Meta explains what’s behind this:

"In some cases, this metric may be estimated."

Under the term "estimated metrics," Meta further clarifies:

"Estimated metrics are derived through statistical sampling or modeling, not a straight count."

This means that modeling is used when direct measurement data is missing or incomplete.

Jon Loomer expressed the following hypothesis on LinkedIn regarding this modeling: Meta tracks how long users stay on the app after clicking a link and when they return. The company uses this data to determine whether a landing page was loaded. Additionally, factors such as connection speed, placement, and historical user behavior are likely taken into account.

 

This is not a hidden mechanism. It is a well-documented process with significant consequences for anyone who uses it to optimize.

We’ve systematically tested what this means in practice across multiple accounts, and our findings show that it’s worth taking a closer look.

The Experiment

What We Measured: Meta Landing Page Views vs. GA4 & Matomo

All campaigns were run with the Meta Pixel correctly implemented and with consent management that complied with data protection regulations. Our comparison: Meta standard landing page views versus actual sessions measured in GA4 and Matomo.

 

The result surprised even us. For traffic campaigns optimized for standard landing page views, Meta's figures were 200% to 3,000% higher than the actual sessions measured, depending on the account (see screenshots).

The Decisive Control Test: Traffic vs. Lead Campaign

To ensure that this was not an attribution or consent issue, we conducted another comparison within Meta. We set up custom conversions for the same landing pages, i.e., pixel events that only fire when the page has loaded and consent has been granted. These values matched those in GA4 and Matomo almost exactly (see screenshots). (Screenshots)

Our tests also showed that the issue is specific. For awareness and conversion campaigns, Meta’s standard landing page views and our custom conversions are quite similar. However, the discrepancy occurs when the standard landing page view is used as the optimization goal for a traffic campaign.

The pattern behind this is clear: as soon as the algorithm is tasked with maximizing a signal, it does exactly that, regardless of whether the underlying events are real or estimated. It does what it was trained to do.

The strategic question

Estimated Metrics: Is That Even a Problem?

It’s worth taking a step back here. We find ourselves asking this question more and more often in our daily work.

It’s no longer uncommon for platforms to rely heavily on modeled metrics. This is a systemic response to real-world changes, such as stricter data protection requirements, restrictions on cookie duration, lower consent rates resulting in less tracking data, and shifting user behavior.  

In this context, Meta’s decision to measure landing page views without full pixel integration makes strategic sense. It ensures the platform has enough data for optimization, despite the changing environment and restrictions. This also makes the platform more accessible, especially for smaller advertisers without a tracking setup. 

In concrete terms, this means: The question, "Are we optimizing for the right landing page view?" is one of two important questions. The other, more strategically crucial question is: "Is a website visit the right success metric for this campaign?" In other words, does the chosen campaign type optimize your goal, and how is the key metric measured? Answering these questions doesn't require criticizing Meta's system. It requires strategic clarity about your goal. 

What do we want to achieve with this campaign? Brand recall? Consideration? Direct inquiries? Depending on the answer, different metrics are relevant, and some of them don’t originate from your website.

Comparable Data in 3 Steps: Meta Pixel & Custom Conversion Done Right

Data must therefore be scrutinized critically! Not because platforms are inherently unreliable, but because each metric has its own definition and platform-specific measurement method. Those who understand this and consciously choose what they measure and why gain strategic independence from platform reports that serve their own interests. 

For anyone who relies on precise, cross-tool accurate data for traffic campaigns, we have developed and successfully tested a practical solution: 

Our workaround for traffic campaigns

Step 1
Set up a custom conversion for the landing page. We will define a pixel event based on the URL of the respective landing page. This event only fires when the page has loaded and consent has been granted. This event can be analyzed regardless of the campaign type and provides values that closely match those of external analytics tools.
Step 2
Use a lead campaign instead of a traffic campaign: This allows you to use the defined pixel event as an optimization goal. In our tests, this combination actually delivered measured results rather than modeled ones, which matched those from GA4 and Matomo almost exactly.
Step 3
Double-check existing campaigns. If you’re optimizing traffic campaigns for Meta’s standard landing page views, compare Meta’s metrics with those from a custom conversion or external analytics tool. Minor discrepancies are normal and due to system variations. However, discrepancies in the double-digit range are a clear signal to take action, and we’re happy to step in at that point.

Only to a limited extent. For traffic campaigns optimized toward the standard "Landing Page View" event, Meta can model the figure ("estimated metrics") instead of counting it exactly. In tests across multiple ad accounts, Meta's landing page views ran up to 98% above the sessions actually measured in GA4 and Matomo, sometimes by a factor of 3 to 35.

 

Because Meta partly estimates landing page views for traffic campaigns: the algorithm watches how long a user leaves the app after the click and when they return, and infers whether the page loaded. Connection speed, placement and user behavior also feed in. GA4 and Matomo, by contrast, count only real, consent-based page loads. Occasional gaps are normal, double-digit factors are a clear signal to act.

 

According to Meta, these are metrics derived "through statistical sampling or modeling" rather than direct counting. Modeling kicks in when data is fully or partly missing. Estimated metrics are officially labeled and documented — the problem only arises when you use them as a campaign's optimization goal.

 

Not for the standard event anymore: Meta actively promotes that "landing page views no longer require a Meta Pixel integration." That's exactly why the metric gets modeled. For reliable measurement you do need a clean setup: a correctly implemented Meta Pixel plus a custom conversion on the landing page URL.
